City will continue downtown incentives in 2026

BROOKINGS — The City of Brookings is excited to announce the continuation of its Downtown Incentive Programs, which are designed to enhance the vibrancy, security and historic charm of Downtown Brookings.
The Downtown Brookings Façade Grant; Downtown Revitalization Incentive Program; and Lights, Camera, Action Grant will provide property owners and businesses with targeted funding opportunities to improve their spaces and contribute to a thriving community hub.
These programs were developed as part of the Downtown Brookings Master Plan, a strategic initiative adopted by the City Council in 2024 to guide growth, preservation and revitalization efforts in the district over the next decade.
“These programs are part of our broader vision to ensure Downtown Brookings remains a dynamic and inviting destination for businesses, residents and visitors,” said Assistant City Manager Samantha Beckman. “In 2025, a total of 16 downtown projects received funding. It’s been encouraging to see the positive impact these investments have already had on our downtown district.”

All three programs are funded through the City of Brookings’ FY26 budget, with allocations of $300,000 for the Façade Grant and Downtown Revitalization Incentive Program, plus an additional $20,000 for the Lights, Camera, Action Grant.
“We have tried to be really thoughtful about continuing to invest in our downtown,” said Deputy Mayor Nick Wendell. “We really think of it as the heart of our community. The downtown and the continued investment in the downtown are so important to Brookings.”
Downtown Brookings Façade Grant
The Façade Grant provides matching funds of up to $25,000 for significant exterior improvements to street-facing and alley façades. Examples of eligible projects include brick restoration, historic preservation efforts and accessibility upgrades.
This grant underscores the City’s commitment to preserving the architectural heritage of Downtown Brookings while supporting business growth. To qualify, total project costs must meet a minimum threshold of $35,000 for one façade, or $50,000 for two or more façades.
Downtown Revitalization Incentive Program
The Downtown Revitalization Incentive Program aims to breathe new life into the interiors of downtown properties by supporting essential renovations and life-safety improvements. The program offers a 33.33 percent matching grant up to $25,000 for projects costing a minimum of $75,000. These updates aim to help revitalize downtown spaces, creating opportunities for housing and modern business use while fostering economic growth.
Lights, Camera, Action Grant
Designed to enhance safety and curb appeal, this grant offers up to $2,000 in matching funds for projects that add or upgrade lighting, install security cameras, or introduce placemaking elements such as functional art or outdoor seating. The program prioritizes improvements to both street-facing and alley-facing façades, ensuring the entire district feels secure and inviting.
2025 Recipients
Following a competitive application process and thorough committee review, funding was awarded in 2025 to 16 projects that will enhance the aesthetics, functionality and cultural energy of the downtown district.
“These projects would not have been possible without the City’s continued investment in our downtown core,” Beckman said. “The ability to maintain a commitment to preserving historic character while encouraging growth and innovation is exciting.
We’re eager to see how these projects enhance the downtown experience for businesses, residents and visitors alike.”
